Anna Heard is a Senior Evaluation Specialist for the International Initiative for Impact Evaluation (3ie). In this role, she oversees the HIV and AIDS evidence program. Specifically, she directs the HIV self-testing grants program, the program on the integration of HIV services with other health services to address the treatment cascade, and a program quality assuring the impact evaluations of two large combination prevention programs to assess a treatment as prevention strategy. In addition, Anna also oversees scoping projects on adolescent sexual and reproductive health and the use of science, technology, innovation, and partnerships to strengthen development outcomes. She provides technical inputs and guidance for 3ie’s other grant programs and participates in 3ie’s professional services activities.
Anna has been working on topics related to global public health since 2004, with a focus on monitoring and evaluation, and impact evaluation. Work and research interests have included results-based financing for health, health systems strengthening, and health policy research across several health service topics. Anna has also spent over 6 years working in the biotechnology genomics industry, and in promoting biotechnology involvement in neglected tropical disease research and development.
Anna holds a doctorate in Global Public Health from Harvard. She has a record of several published journal articles and book chapters, as well as conference presentations.
